Local talent abroad
Nearly 1.1 million Chinese students have studied abroad, either financed by the government or their own resources, but just 275,000 returned to China after graduation. Last month, the government promised special privileges to graduates if they return to the mainland.
In a previous article "Recruitment target for luring overseas talents being met" you could read that more than 10,000 overseas professionals have been lured to Shanghai in the past 15 months - nine months ahead of a target set by the Shanghai Personnel Bureau.
Maybe the Shanghai Personnel Bureau should set a more challenging target. Only 25% of the students return to China. That sounds like a serious problem.
